Interestingly, that wedding pack was all "fluff." The teleporter and jump pack were part of the "good vs evil" edition "extras" that existing players could buy separately.

The wedding pack consisted of the bridal gown pieces, several nice textured pieces for females, and a tux with tails outfit (male, female, and huge male). No badges. No special power. ... and it STILL sold well.

City of Heroes devs have noted that there's probably more of this to come. They're still doing the "free" expansions but some things will likely be available as "extras packs" in the future.

Positron also said they intentionally DIDN'T include badges or powers in the wedding pack because they didn't want badge-hunters or PvP'ers to feel "forced" into getting it just for the badge / competetive edge (from the power). That's a good sign that future packs won't contain coercive "must haves" to remain competetive.
