Ok I just killed off the planet on “relaxed” mode and I didn’t cheat to make sure I started off in Madagascar! From what I can see the game instantly upgrades everybody who is infected with the latest version of the virus which means you can concentrate on getting everybody infected first and only then start killing them. I am pretty sure diseases don’t work like that in real life. I hope not anyway.
